Moroccan disability union protests government inaction on special card implementation

The National Union of Persons with Disabilities held a sit-in on Wednesday in front of the Parliament in Rabat, denouncing what they describe as «systematic marginalization» and «persistent exclusion» following years of unfulfilled promises regarding the implementation of the special disability card. During the protest, organizers criticized the lack of concrete government action and announced that this initial demonstration would be the first in a series of mobilization efforts.

In a statement released the day before, the Union held «the government and the State fully responsible for the ongoing suffering of thousands of citizens with disabilities due to the non-activation of the card, despite this measure being published in the Official Bulletin». As a result, many citizens find themselves «deprived of their fundamental rights to health, transportation, education, services, active participation in social and economic life, and a dignified life», the organizers lamented during the sit-in.

In May 2024, the Council of Government approved draft decree 2.22.1075 concerning the issuance of the special card for persons with disabilities, as part of the implementation of framework law 97.13 on the protection of the rights of persons with disabilities. The Ministry of Solidarity, Social Integration, and Family subsequently launched a simplified digital platform to receive and process applications.

The Union also called for the activation of a monthly allowance, arguing that occasional aid does not reflect a sustainable political commitment. At the end of the gathering, organizers reiterated this demand and reaffirmed their determination to claim their rights.

Additionally, they called for «the opening of a serious and responsible national dialogue with representatives of persons with disabilities to involve them in the development of public policies on the matter».
