The eighth meeting of the Russia–Morocco Intergovernmental Joint Commission, held on October 17 in Moscow, was marked by the signing of a protocol on the exchange of documents and information regarding the customs value of goods transported between the two countries.
«This protocol provides for the exchange, upon request, of customs declarations, invoices, and shipping or transport documents for customs control purposes», stated the Russian Embassy in Rabat on Tuesday, October 28.
A second protocol was also signed during the meeting, focusing on cooperation, information sharing, and mutual assistance within the framework of the Unified System of Tariff Preferences of the Eurasian Economic Union. This arrangement will enable Russian customs authorities to verify the authenticity of certificates of origin through direct access to Morocco’s electronic database, according to the same source.
The new agreement will allow foreign trade operators to do away with paper certificates of origin, thereby simplifying administrative procedures and accelerating customs clearance for goods benefiting from preferential tariffs bound for Russia.
On the sidelines of the main discussions, the Moroccan and Russian delegations held a bilateral meeting in Moscow, agreeing to intensify cooperation toward the mutual recognition of approved economic operators. They also decided to hold the first meeting of the Russia–Morocco working group in 2026, in Morocco.
The Moroccan delegation to this eighth Joint Commission was led by Foreign Minister Nasser Bourita, accompanied by senior officials from various government departments.
