The Egyptian capital, Cairo, is set to host the second ministerial conference of the Russia-African Union Partnership Forum on December 20 and 21. In stark contrast to the recent African Union-European Union summit held on November 24 and 25 in Luanda, Angola, Moscow is firmly opposing the participation of a Polisario delegation at this event, even though it is organized by a member state of the pan-African organization.

This exclusion of the Polisario Front aligns with Russia's established policy on the matter. Russian authorities have consistently refrained from inviting the Polisario, whether at summits with the African Union or during ministerial meetings, such as those held in July 2023 in Saint Petersburg and the upcoming November 2024 Sochi Forum. Moscow maintains this diplomatic stance despite pressure from some African partners, notably South Africa and Algeria.

Media outlets aligned with the Polisario have remained conspicuously silent on this exclusion, despite having previously portrayed Brahim Ghali's presence at the recent AU-EU summit as a «setback» for Morocco. During that meeting, the Front's allies not only extended an invitation to him but also succeeded in including a reference to the «right to self-determination» in the final communiqué.
