Opposition parties challenge press council bill in Constitutional Court push

On Monday, representatives of seven opposition parties in Parliament announced their intention to challenge Bill 026.25, which concerns the reorganization of the National Press Council (CNP), by referring it to the Constitutional Court. The initiative brings together the PPS, PJD, Popular Movement, and USFP, with the support of the FGD, PSU, and FFD, in an effort to examine the constitutionality of a bill they consider highly controversial.

The parties behind the move described it as a «necessary step», citing «Article 132 of the Constitution, Article 23 of the organic law governing the Constitutional Court, and Article 359 of the internal regulations of the House of Representatives». They argue that their action responds to «the government’s determination to push the bill through both houses of Parliament, relying on its majority while disregarding the objections raised by political and professional organizations over constitutional violations, as highlighted in the advisory opinions of the Economic, Social and Environmental Council (CESE) and the National Human Rights Council (CNDH)».

In this context, the opposition groups emphasized «the importance of uniting efforts to counter the government’s legislative overreach, protect press freedom and pluralism, and uphold the principle of self-regulation». Their statement follows the adoption of the bill by the Committee on Education and Cultural and Social Affairs in the House of Councillors, where it was passed by a majority vote on December 22, 2025, after being referred by the House of Representatives.

The bill was approved with six votes in favor and five against during a session attended by Minister of Youth, Culture and Communication Mohamed Mehdi Bensaid. In total, 139 amendments were submitted by various political parties and trade union groups.
