Morocco wants artificial intelligence to serve as a lever for digital sovereignty, territorial equity, and inclusive development, Digital Transition and Administrative Reform Minister Amal El Fallah Seghrouchni said Monday in Rabat, during an event titled «AI Made in Morocco».
She said the strategy rests on five pillars: technological sovereignty, citizens’ trust, large-scale skills development, homegrown innovation, and territorial equity. The minister also announced the launch of the «Jazari» institute network, centres of excellence across Morocco’s 12 regions, with a core hub, «JAZARI ROOT», focused on e-government, smart rural and mountain zones, and major sporting events.
Seghrouchni said Morocco aims for AI to add 100 billion dirhams to GDP by 2030. The plan hinges on expanding domestic data-processing capacity through these sovereign data centres. The strategy also targets 50,000 AI-related jobs and the training of 200,000 graduates in AI skills by 2030, she added.
To support that effort, the ministry signed eight agreements linked to the Jazari programme and officially launched the «Mistral AI & MTNRA» AI R&D lab under a cooperation deal with Mistral AI, integrated into the Morocco Digital 2030 strategy. CNDP president Omar Seghrouchni also presented a framework for responsible AI, stressing the need to protect personal data and ensure AI use respects human dignity.
