Rabat lawyer files complaint against Morocco's anti-normalization leaders

In a development that has sparked numerous questions about its motives and timing, Rabat Bar Association lawyer Faisal Oumarzouq has lodged a complaint with the Public Prosecutor's Office against key figures in Morocco's anti-normalization movement. Among those targeted are Aziz Ghali, former president of the Moroccan Association for Human Rights; Ahmed Ouihmane, president of the Moroccan Observatory Against Normalization; and Aziz Hanaoui, general secretary of the National Working Group for Palestine. The complaint also includes political organizations such as Justice and Charity and the Democratic Labor Path.

This legal action follows the burning of the Israeli flag during a demonstration in support of the Palestinian people on Rabat's Mohammed V Avenue on April 19th this year.

Oumarzouq accuses these individuals of using digital platforms to incite misdemeanors, promote hate speech, engage in racial discrimination, and obstruct religious practices. The complaint cites articles 221 and 431 of the Moroccan Penal Code, arguing that these actions violate constitutional principles that safeguard religious freedom and maintain public order.

Beyond the flag-burning incident, Oumarzouq's complaint calls for an investigation into possible connections between the defendants and foreign entities.

In an interview with the Israeli newspaper Yedioth Ahronoth, Oumarzouq alleged that one defendant had «urged the residents of Marrakech to kill Jews, necessitating intervention before such rhetoric leads to actual crimes».

Oumarzouq further attempted to link Moroccan defenders of the Palestinian cause to regional agendas, alleging ties to «Algeria, Iran's Khamenei regime, the Revolutionary Guards, Hezbollah, and the Muslim Brotherhood». These are accusations he previously directed at «GenZ» youth during demonstrations at the end of 2025.

Expressing disappointment over Israel's release of Aziz Ghali following his arrest during the Freedom Flotilla to Gaza, Oumarzouq stated, «We in Morocco disown him and condemn his actions, having filed complaints against him».

Oumarzouq described his complaint as a «personal initiative from a citizen representing the overwhelming majority», asserting that «everyone supports Morocco-Israel relations. We will defend our strategic ties and will not allow these extremist organizations to persist. Extremists do not represent us; we view Morocco and Israel as one entity».

It's noteworthy that Oumarzouq is no stranger to controversial issues. Early last year, he called for the dissolution of the Moroccan Association for Human Rights, the kingdom's largest human rights organization, following statements by then-president Aziz Ghali on the Western Sahara issue advocating for self-determination.
