Pegasus: Madrid rules out any Moroccan involvement in the spying on Pedro Sánchez

The Spanish government has been forced to revisit the case of the alleged spying on Pedro Sánchez’s mobile phone, first revealed in May 2022. In response to a written question submitted by the parliamentary group of the People's Party (PP), the executive stated that the matter «does not fall within the scope of bilateral relations with Morocco, [with which it maintains] a good-neighbourly relationship within a framework of cooperation», an Iberian media outlet reports.

Last February, the PP questioned the government about the number of bilateral meetings held with Morocco over the Pegasus affair. PP lawmakers also asked whether the executive had assessed the impact of the crisis on relations between Madrid and Rabat.

In Spain, right-wing and far-right opposition parties, as well as parties backing Pedro Sánchez, continue to claim that the Spanish prime minister’s support for Morocco’s autonomy plan for the Sahara, announced by the royal cabinet on March 18, 2022, was linked to the alleged spying on his phone by Moroccan services using the Israeli Pegasus spyware.

The Spanish government had already stated in April 2024 that Morocco had not spied on Pedro Sánchez’s mobile phone. A month earlier, a report drawn up by the Iberian neighbour’s counterintelligence services had concluded that Morocco did not interfere in Spain’s domestic affairs.

By contrast, the document pointed to hostile actions carried out on Spanish territory by Russia and China. As early as June 2022, Spanish intelligence services had also ruled out the Moroccan lead in the hacking of the phones of Pedro Sánchez, Defence Minister Margarita Robles and Interior Minister Fernando Grande-Marlaska.
