Countervailing duty petitions : Morocco's OCP signs a contract with an American lobbying firm

Cornerstone Government Affairs, an American bipartisan public affairs firm specializing in government relations and lobbying, has signed a $300,000 one-year contract with the US affiliate of Morocco’s phosphate fertilizer company OCP. The pact went into effect on October 1, O'Dwyer's reported on Monday.

The contract is expected to help OCP «coordinate and direct a strategic communications and advocacy push for OCP NA regarding countervailing duty investigations by the US government into phosphate fertilizer imports».

The signing of this contract comes as American producer of concentrated phosphate Mosaic Co. filed in June petitions with the Commerce Department and the US International Trade Commission to investigate whether phosphate fertilizers in Morocco and Russia are receiving unfair subsidies.

Cornerstone job consists also of facilitating and enhancing communications with «Democratic and Republican leadership in the House and Senate, as well as the next generation of House and Senate leadership, as well as future committee chairs».

According to the agreement, the firm will «reach out to members of the Trump administration and Joe Biden’s campaign to best position OCP in the future» and «engage in outreach to agricultural, and trade organizations in order to gain third-party support for OCP’s position on the case».

For the record, OCP is planning to challenge the petition as its fertilizers «do not receive any form of subsidy from the state», officials from the company said.

OCP had even announced that it could consider stopping fertilizer sales in the United States if the country’s Commerce Department imposes an anti-subsidy duty on its imports.
