The latest developments in Guerguerate were at the center of the intervention of the Algerian Minister of Foreign Affairs at the African Union’s executive council meeting on Wednesday.
Sabri Boukadoum acknowledged that the Sahara issue «constitutes a source of great concern for Algeria», reports APS. He pointed out «the attempts to impose the policy of fait accompli in the territories of a founding member of our organization (African Union, editor's note) and the violations reported against civilians in the region of Guerguerate that have posed serious challenges likely to endanger peace and security throughout the region».
The Algerian Foreign Minister estimated that «the continental organization, which played a constructive role in the development and adoption of the UN settlement plan, cannot remain on the sidelines».
However, the United Nations have always had exclusive leadership on this issue. Morocco, although it joined the AU in January 2017, has remained faithful to its policy of rejecting any intervention by the African Union in the course of the regional dispute. Horst Köhler, the former personal envoy of the Secretary-General for Western Sahara, had also yielded to the demands of the Kingdom.
Algiers and Pretoria want an AU resolution
In his speech, Sabri Boukadoum declared that «given the total failure of the Troika mechanism (set up in July 2018, editor's note), the African Peace and Security Council must assume the responsibility incumbent upon it, in accordance with the text of its institution protocol».
For the record, by accepting the proposal for the creation of the African troika at the Nouakchott summit in July 2018, Morocco had succeeded in removing the PSC from the file. Announcing the end of the troika by Algeria comes at a time when Félix Antoine Tshisekedi, the Congolese president who is close to Morocco, is expected to head the troika, replacing Cyril Ramaphosa, president of South Affica.
Algeria and South Africa are seeking to wrest a resolution condemning the intervention of the Royal Armed Forces in Guerguerate, during the extraordinary summit of the African Union, scheduled for December 5 and 6.
