Guerguerate : Morocco's House of Councilors boycotts Pan-African Parliament meeting

The office of the House of Councilors boycotted a working session of the Pan-African Parliament, held in November in South Africa. The decision was revealed in the official bulletin of the legislative institution but without explaining the motives of behind it.

By opting for the empty chair policy, the Upper House is protesting against the two statements published by the acting president of the Pan-African Parliament, Algeria’s Jamal Bouras, condemning the operation of the Royal Armed Forces of November 13 in Guerguerate.

The latter temporarily took control of the institution in May, following the suspension of the mandate of the Cameroonian president of the institution, Roger Nkodo Dang, to participate in the legislative elections in his country.

The Algerian's positions were, moreover, denounced by Dang. In a letter addressed to the Ministers of Foreign Affairs of the African Union, he drew their attention to the «maneuvers» of Jamal Bouras «against the interests of the Kingdom of Morocco». He also stressed that «all decisions and statements taken in this context cannot be considered as reflecting the position of the PAP or its legitimate organs».

Roger Nkodo Dang, elected on May 10, 2018 for a three-year term, is expected to return to his chair as president during the May session of the PAP.

It should be recalled that the Algerian Jamal Bouras, a member of the Algerian FLN party, signed, yesterday, another press release on behalf of the Pan-African Parliament condemning the European Parliament's resolution on the deterioration of freedoms and democracy in his country.
