The highly respected and influential Royal Elcano Institute issued a report on Spain's foreign policy in 2024, titled «Spain in the World of 2024: Perspectives and Challenges». The think tank issued a stark warning, highlighting the potential for «destabilization of the Maghreb».

«There is no sign of tensions easing between Algeria and Morocco», the report states, noting that «diplomatic relations have remained broken since August 2021». The document further observes that «their political regimes are going through a phase of exacerbated antagonism, which has led them to engage in an arms race, thus increasing the risk of an accident occurring or causing an intentional accident».

The Royal Elcano Institute emphasizes the severe consequences of heightened instability, stating that «greater destabilization of the Maghreb would be very bad news for Spain and the European Union», further jeopardizing «the growing fragility and multiple coups in the Sahel countries».

Concluding its analysis on the Maghreb, the report urges Spanish authorities to «activate all possible channels to avoid the most negative scenarios, as well as to prepare in case they occur».
