Spain knew about Ceuta drug tunnel for years before its discovery

Although the recent discovery of a tunnel used for drug smuggling between Morocco and Ceuta has made headlines, the Spanish Civil Guard had been aware of its existence and searching for it for several years.

According to Spanish media, the investigation spanned several years and reached a turning point in December 2023. It began with the interception of a truck at the port of Ceuta, carrying three tons of hashish and bound for Algeciras (Cádiz). This seizure led investigators to an industrial area, where they uncovered the warehouse concealing the tunnel.

As part of Operation Hades, the Civil Guard dismantled a criminal network led by Mohamed Ali Douas, a prison employee and deputy in Ceuta’s local assembly for the Movement for Dignity and Citizenship. The investigation also revealed the involvement of two police officers. So far, 14 people have been arrested.

Spanish authorities are now working to determine the full extent of the tunnel, including how far it extends into Moroccan territory and its endpoint. They are also investigating whether it was used for smuggling irregular migrants into Ceuta.

Last week, Judge María Tardón of the Spanish National Court sent a request for judicial assistance to Moroccan authorities to strengthen security cooperation. A judicial commission was also dispatched to facilitate the Civil Guard’s investigation beyond Spanish borders. After inspecting the first 50 meters of the tunnel within Spanish territory, Spanish authorities are still awaiting confirmation from Moroccan officials on whether they have located the tunnel's entrance on their side.
