Moroccan MPs propose blood type on ID cards to boost blood donation and emergency care

The Popular Movement (MP) group in the House of Representatives has submitted a proposal to include blood type information on the electronic national identity card (CNIE). The initiative seeks to amend and supplement Articles 4 and 5 of Law 04.20 governing the CNIE, with the opposition party’s deputies framing it as a way to promote blood donation and facilitate emergency medical care.

The proposal, presented by MPs Brahim Abba, Zineb Amahroq, Aziza Boujrida, and Nabil Eddakhch, is accompanied by a memorandum advocating for «a mechanism that allows swift medical intervention in emergency situations, such as accidents or sudden health crises», emphasizing that blood type identification is «one of the key elements that can help save lives and ensure rapid and appropriate treatment».

According to the deputies, the measure would also support the country’s blood transfusion centers by helping maintain adequate blood reserves, particularly for rare blood types. The proposal aims to «strike a balance between strengthening health protection for citizens and facilitating emergency medical care, while keeping pace with medical advances and reinforcing the principle of social solidarity through the promotion of blood donation and timely interventions to save lives».

The initiative could also benefit from coordination with the Moroccan Blood Agency and its branches, established under Law 11.22, as part of efforts to implement, monitor, and evaluate the national blood policy, the memorandum adds.
