The Higher Council for Audiovisual Communication (CSCA), part of Morocco’s High Authority for Audiovisual Communication (HACA), has reviewed complaints related to rapper ElGrande Toto’s concert broadcast on 2M. The performance, aired as part of the 20th edition of the Mawazine Festival, Rhythms of the World, held from June 20 to 28, 2025, in Rabat and Salé, prompted over 190 complaints submitted to the regulator between July 2 and 7.
During a plenary session, the Council decided to dismiss the complaints, noting that «evaluating the artistic quality of musical works and authorizing their public broadcast does not fall within HACA’s mandate».
Complainants had flagged «expressions and scenes deemed contrary to public morals and decency, potentially harmful to the education of young people». In response, HACA emphasized that its role is to ensure audiovisual content, especially on public channels, complies with Morocco’s audiovisual laws, democratic values, and fundamental public rights.
«In Morocco’s model of independent regulation rooted in freedom of expression, the regulator is not tasked with censoring artistic expression or interfering in broadcasters’ editorial choices», the Council stated. It also reiterated that public broadcasters have a duty to reflect and engage with all segments of society, including by acknowledging the cultural practices and forms of expression popular among younger generations.
HACA further noted that for specific content types, such as music and fiction, public broadcasters must consider appropriate broadcasting contexts, through content warnings and awareness of audience composition. While the concert aired after 11:05 p.m., the Council indicated that «these vigilance principles will be reiterated to the broadcaster».
The statement also cited the «principle of proportionality» in media regulation, stressing that «the goal is not to censor an artist or stigmatize their audience, but to encourage broadcasters, through editorial discernment and contextual responsibility, to better utilize existing regulatory tools to uphold freedom of expression, promote cultural diversity, and protect audiences».
