CNDH urges stronger penalties for child sexual assault in Moulay Abdellah Amghar

The National Human Rights Council (CNDH) is actively monitoring the case of a child who suffered severe sexual abuse, as confirmed by a forensic examination, during the Moussem Moulay Abdellah Amghar. Five suspects have been apprehended and presented to the King's Attorney General in El Jadida, before being referred to an investigating judge.

On the initiative of its president, the CNDH, along with its regional commission in Casablanca-Settat, has engaged with the public prosecutor's office and medical services, establishing follow-up units as soon as the child was referred to forensic medicine.

In a statement, the CNDH applauds the unified denunciation of such crimes and urges the public to report them. It reiterates its call to eradicate impunity and to bolster penalties for any sexual assault against minors. The Council recalls its 2019 recommendations, which include redefining rape to encompass all forms of sexual assault, without regard to the gender or relationship between victim and perpetrator, and increasing penalties for violence against children.

Moreover, the CNDH underscores the critical importance of media coverage that respects the dignity of victims, particularly the prohibition of disclosing the name or image of a child. It denounces certain stigmatizing narratives targeting the victim, as well as statements that, under the guise of solidarity, tend to trivialize such assaults.

The Council also cautions against the circulation of videos falsely associated with the case and condemns any exploitation of this tragedy. It emphasizes that rape and sexual assault should be regarded with equal seriousness, irrespective of the victim's gender.
