Morocco’s Anti-Corruption Authority and Security Services sign cooperation agreement

The National Authority for Integrity, Prevention and Combating Corruption (INPPLC) and the General Directorate for National Security (DGSN) and Territorial Surveillance (DGST) signed on Tuesday in Rabat a partnership and institutional cooperation agreement.

According to a joint statement, the agreement goes beyond technical cooperation and represents «an explicit declaration of the State’s will to strengthen its internal front against corruption risks by establishing a sustainable framework for coordination and institutional complementarity between a sovereign security body and an independent constitutional authority».

Signed by Abdellatif Hammouchi, head of the DGSN and DGST, and Mohamed Benalilou, president of the INPPLC, the agreement, prepared since July 4, reflects a shared institutional belief that combating corruption requires close cooperation between the Authority and security services to ensure efficiency, professionalism, and respect for human rights.

The partnership also reflects «a high institutional awareness of the strategic role played by modern security institutions in promoting good governance in line with international best practices». It aims to strengthen partnership and coordination in corruption prevention and enforcement, exchange information, and develop institutional capacities through training programs, expertise sharing, and best practices.

The agreement includes measures to exchange data and technical support in investigations, organize specialized training on detection and inquiry techniques, develop joint operational guidelines, and create early-warning systems and a national corruption-risk map. Awareness campaigns will also be launched to promote integrity and transparency in professional environments.

The INPPLC will provide expertise on Morocco’s international anti-corruption commitments, while benefiting from the technical functions of the new electronic ID card under strict legal safeguards.
