The State Secretariat in charge of Fisheries has adopted two ministerial decrees establishing the spatial division of the coastal trawling fleet and the longline fishing fleet. The measures form part of the implementation of the Halieutis Strategy, aimed at ensuring the sustainable management of fishery resources.
In a statement, the State Secretariat announced that Decree No. PC CHAL-01/26, issued on February 3, 2026, sets out the spatial division of the coastal trawling fleet. Under this framework, Moroccan marine waters are divided into five management units, with clearly defined geographic boundaries and designated unloading ports for each unit.
Starting with the 2026 fishing season, each coastal trawler will be required to operate within a single management unit and unload its catch exclusively at ports located within that unit. The designated unit will be specified in the vessel’s fishing license.
The statement also noted that Decree No. PC PAL-01/26, issued on January 26, 2026, amends Article 2 of Decree No. PC PAL-01/25 concerning the spatial division of the longline fishing fleet. The amendment adjusts the three fishing zones and corresponding unloading ports in order to better align fleet activity with port capacity.
According to the Secretariat, these decisions were adopted following consultations and coordination with fisheries professionals.
The overarching objective of the spatial division is to establish a balanced and coherent territorial framework that supports the sustainable exploitation of marine resources while safeguarding the economic viability of fishing activities.
