Applications are now open for those interested in conducting independent and neutral observation of Morocco's legislative elections, slated for September 2026. The application window runs from April 27 to May 22, 2026, with a review deadline set for June 17, according to the National Human Rights Council (CNDH). This announcement came following the inaugural meeting of the special accreditation committee, led by Amina Bouayach. The opportunity is available to both national and international observers.
Current regulations stipulate that eligible organizations for election observation include «national institutions legally authorized», «civil society organizations known for their commitment to promoting human rights and democratic values, legally established and operating in accordance with their statutes», as well as «international NGOs legally constituted under their national laws, recognized for their independence and objectivity».
The CNDH has outlined that interested organizations must submit their applications to the special accreditation committee. This can be done by downloading the application form from the website observationelections.cndh.ma or from the CNDH's official site (cndh.ma) and emailing it to: [email protected].
Alternatively, applications can be submitted in person at the Registration Office located at CNDH headquarters. The council emphasizes that national observers «must not be candidates in the election they are observing». They are required to be registered on the general electoral lists and must sign the Charter that outlines the core principles of independent and impartial observation.
International observers are required to demonstrate prior experience in election observation and sign the same Charter. Applications from foreign NGOs must be submitted by their legal representative to the committee.
