Morocco reviews progress on advanced regionalization, pushes for faster implementation

Morocco is stepping up efforts to advance regionalization, with a new meeting held Wednesday at the Interior Ministry in Rabat to assess progress on the rollout of advanced regionalization.

The meeting brought together concerned ministers, regional governors, and presidents of regional councils, in line with royal guidelines issued during the ministerial council of April 9, 2026, chaired by King Mohammed VI, reads a press release.

Participants reviewed progress on the roadmap for advanced regionalization, highlighting a broad consultative process that involved more than 86,000 participants, including citizens, elected officials, academics, and public administration representatives, across all provinces and prefectures.

This participatory approach has helped lay the groundwork for a new generation of integrated territorial development programs focused on key priorities such as employment, education, healthcare, water management, and urban development.

Officials stressed that accelerating the implementation of advanced regionalization is essential to meeting citizens’ expectations and ensuring balanced development across all regions of the kingdom.

The meeting also addressed the draft amendment to the organic law on regions, approved during the latest ministerial council and currently under review in Parliament. The reform is structured around three main pillars: clarifying regional powers, strengthening financing mechanisms for development projects, and increasing regions’ financial resources.

These proposed changes, aligned with the outcomes of the second national conference on regionalization held in Tangier in December 2024, aim to reinforce participatory democracy at the regional level, strengthen accountability, and enhance the attractiveness of territories for investment while improving resilience to economic and social challenges.

The meeting concluded by identifying key challenges, notably the need to develop innovative and sustainable financing mechanisms for regions and to effectively implement the National Charter on administrative deconcentration.
