Spain to try suspects over illegal Moroccan textile waste imports

Spanish judicial authorities are preparing to try two individuals and two companies accused of importing around 1,800 tonnes of waste and used textiles from Morocco into the Campo de Gibraltar area through the port of Algeciras, without the required environmental and administrative permits, according to Spanish media sources.

According to the indictment prepared by the public prosecutor’s office in Algeciras, the main defendant, acting as the sole director of one of the companies, oversaw 44 shipments of textile waste from Morocco to Spain between late 2022 and mid-2023, totaling 911.8 tonnes. He was allegedly assisted by a second defendant, who served as the company’s deputy director.

Prosecutors also accuse the same defendant of using a second company under his management to carry out 41 additional shipments involving 889.6 tonnes of textile waste. In total, the case concerns 85 shipments, with an overall load of 1,801.4 tonnes of clothing and fabric remnants brought into Spain and stored without authorization.

Investigators found that the materials were stored in two industrial warehouses in the San Roque area that did not meet the legal requirements for handling this type of waste. The two companies were also not registered in Andalusia’s waste information system and had not obtained the permits required under Spanish law. Prosecutors say the shipments violated European regulations governing the cross-border movement of waste.

The public prosecutor’s office is seeking prison sentences of one and a half years for each defendant, along with a ban on carrying out waste-management activities for the same period. It is also calling for financial penalties against the two companies and a two-year ban on any activity related to waste management. The investigation began after large quantities of textile waste were discovered inside an unlicensed warehouse in San Roque, before the case was referred to the criminal courts in Algeciras.
