OMDH urges Moroccan parties to prioritize human rights in 2026 elections

The Moroccan Organization for Human Rights (OMDH) has published a memorandum urging political parties to place human rights at the heart of the platforms they are preparing for the September 2026 elections. The document outlines public policy proposals aligned with the Constitution and Morocco’s international commitments under ratified conventions.

The OMDH says the proposals should help shape the programme of the future governing party while addressing expectations related to economic, social, cultural, environmental, civil and political rights.

On economic and social rights, the organization calls for guarantees of decent work, social protection, quality education, public healthcare, adequate housing and a dignified standard of living.

The memorandum places particular emphasis on gender equality, urging parties to support parity in public policies, strengthen measures against violence targeting women, promote women’s economic and political empowerment, establish an Authority for Equality and the Fight Against All Forms of Discrimination, and back a Family Code that enshrines effective equality.

The OMDH also calls for inclusive youth policies, greater civic participation, a smoother transition from education to employment, and the creation of the Higher Council for Youth and Community Action. It further urges parties to adopt a comprehensive national strategy for persons with disabilities, guaranteeing accessibility, education, employment opportunities and access to healthcare.

On migration, the NGO recommends revising Law 02.03 to align it with Morocco’s international commitments, adopting a framework law on refugees and asylum seekers, combating racism and discrimination, and strengthening social protection for migrants and refugees.

The memorandum also calls for stronger guarantees for freedom of expression, association, conscience, peaceful assembly and fair trial rights, as well as legislation criminalizing enforced disappearances, torture and other violations under international human rights law.

Environmental rights also feature prominently, with calls to incorporate the right to a healthy environment, climate justice and sustainable development into electoral programmes.
