Consultations on the Security Council resolution on Western Sahara have begun. «The United States handed over on Monday, April 15, the first draft to the members of the Western Sahara Friends Club, composed of France, Great Britain, Russia, Spain and the United States», a source close to the file told Yabiladi.
«Washington has reportedly proposed to extend the MINURSO’s mandate to another six months. Meanwhile, France believes that the situation has changed compared to April 2018 when the adoption took place. Talks have been resumed with the two round-tables that took place in Geneva in December 2018 and March 2019».
The same source added that «France believes that the two parties need more time to engage in the talks without feeling pressured». In his draft report the UN Secretary-General Antonio Guterres stressed that an «independent impartial, comprehensive and sustained monitoring of the human rights situation is necessary to ensure the protection of all people in Western Sahara».
«The text drafted by the United States is not expected to take up the recommendation of the Secretary-General. Paris and Washington are trying to reach a compromise on the issue».
Once the Western Sahara Friends Club will conclude its consultations, a draft resolution will be submitted to the other members of the UN Security Council.
