In his draft report on Western Sahara, submitted April the 2nd to the Security Council’s members, the UN Secretary-General Antonio Guterres addressed the monitoring of human rights in the Sahara. The report made mention of Morocco’s «restrictions» that hinder the MINURSO’s mission.
In a report on the two round-table talks that brought Morocco, Algeria, Mauritania and the Polisario together in Geneva, the Un Secretary-General referred to «the lack of trust on all sides». To Antonio Guterres, building trust between the parties involved in the conflict would lead to a solution.
In the Security Council’s Provisional Program of Work for April 2019, the body's fifteen members are expected to hold four meetings on the Western Sahara conflict. In Berlin, Horst Köhler is expected to meet a Polisario delegation on Monday and Tuesday.
At the end of the December 22nd meeting held at the UN General Assembly, Washington promised to scrutinize all UN peacekeeping missions. This examination is part of the UN's January programme.
The United States is dissatisfied with the budget allocated to peacekeeping missions created by the United Nations. The Trump administration announced that it will pay no more than 25 percent of peacekeeping expenses, a decision that would affect MINURSO.
