Moroccan nuclear power project approved

The International Atomic Energy Agency has determined Sidi Boulbra is suitable to become the site of the first Moroccan nuclear power plant. The plant will have an estimated output of 700 megawatts to 1,000 megawatts.

As part of its policy of primary energy resource diversification and electricity production capacity development, Morocco has conducted site and feasibility studies for its first nuclear power plant, taking into consideration current economic facts and the need to develop nuclear reactor technology compatible with the size of the national grid by 2016 or 2017.

The feasibility studies were carried out in close partnership with the International Atomic Energy Agency (IAEA). The studies looked at the technical and economic aspects of the project, as well as safety, environmental protection, the participation of national industry, and public information. The main conclusions were issued in a final report written by IAEA experts. The Sidi Boulbra site is on the Atlantic coast, halfway between the cities of Safi and Essaouira, on the north bank of the mouth of the Mzar River.

The IAEA raised no questions about the qualification of the site. The agency supports technically-proven and commercially-available reactors to be included in the Moroccan nuclear power project. The optimal date for introduction of the first nuclear power generating unit, with an output of 700 megawatts to 1000 megawatts into the national grid, would be by 2017.

the nuclear option is more advantageous
The economic comparison with carbon technology shows that the nuclear option is more advantageous for implementation from this date. The research and selection process for the Sidi Boulbra site and the detailed studies to which it was subjected were conducted by the French company SOFRATOME with the participation of several Moroccan organisations and under the leadership of the IAEA.

The project will require an investment of up to 15 billion dirhams. The American firm General Atomics Corporation will oversee the supply of nuclear reactors for peaceful and scientific uses.

Moroccan personnel, technicians and nuclear energy engineers slated to work at the nuclear power station have received training in the United States, France and Malaysia. While the technical side of the site is finally ready, the political decision-making drags on.

Regulatory considerations have not been finalised. The government is preparing the appropriate legal texts needed to cover the role, mission and operating framework of nuclear reactors. The regulatory documents are expected to be ready before the end of the year.

The introduction of nuclear power-generation to less industrialised countries could form the basis of a solution for replacing fossil fuels to meet future energy supply needs.

How about the nuclear waste produced ?

Personally i am against nuclear project as a citizen, in my town in Italy there is one by the way, but we cannot deny that is part of the so called progress (???) and regarding nuclear waste.... well be sure that they always lie about that, they tell us the we are safe and all that bulls...
but at the end the result is all the same, we as citizen, we will never know not only what we eat but also what we breathe, drink, etc
It is how the world is going nowadays.

Dont forget that usually behind this sort of projects there are a lot of real money going on either for the guesting contry as for the organisers.....

I think nuclear power is one of the cleanest and cheapest when it comes to the overall output of energy. There shuld be obviously environmental safeguards but nuclear energy in my opinion, is ideal for a country like Morocco with no oil and no Gas. In addition, we have dozens of nuclear PHd's working for foreign agencies. This will save the state a great deal of money taht cold be used somewhere else.

That being said, the most reliable source of energy that do not produce any waste is the wind.

I agree with Zaki...unfirtunately the wind is a destructive energy that fills the HEADS of the decision makers in Morocco.

I think Morocco is an ideal country for developping photovotaics systems.
Compared to Germany and Japan, we do have enough sun and during all the year.
It is much expensive than nuclear energy, but on the long term it is much safer and environment friendly.......

There really are several options for Morocco's geography. Wind in cities like Essaouira or in the Northern cities, photovoltaics screens for places such as Marrakesh or the south and nuclear in places where nature does not facilitate such solutions. Turbine power from dams are already in place and showed their limits I assume so only a huge investment in other sources can help alleviate the energy bill.

I can´t be more than agree with you guys. but as Yani said the wind blow in the ears of the decision maker in Morocco, is so sad we we have solar energie, wind etc all of is wasted.

I was wondring do you think guys that France will allowed that and not sabotage any of this develpement. regarding that electric energy in Morocco specialy in the big city og casablanca in bought by french company Lydec??
I don´t know how much Lydec bought in it or how much power they have in that matter.

je peux pas traduire tout les messages, mais je peus te donner une notion sur le sujet,

le sujet est a propos de creation d une source nuclear de creation d energie au maroc, la region de Sidi boulbra etait comme region favorable pour mettre la premiere Usine.

le debat alors est sur quel sont les outre source d energie qu on peut avoir ou maroc, comme energie solaire, et de vent. vue que le soleil et le vent s pas sa qui manque au maroc.

I hope the nuclear energy project will not turn up to nuclear weapon project in the futur as some of the Arabic countries....however I personally prefer that this money would be invest in education...infrastructure... employment and health system...nuclear energy isn’t a priority for the country at the moment...

Good point Ilhem2, but it's a "bit" too much for Morocco! Nuc.Energy/ power is one thing that's feasible at considerabll low cost to us, but Nuclear Weapen is a costly project...we might have the raw elements for it, Googgle Morocan phosphates...but to sift those components from phosphotes requires lots of dow that we certainly don't have, or rather that goes to deep pockets of the few!
So, I'm sure and assure you that it's not a possibility or an option for us. After all, who are we going to Nuc?
I say Let's take care of our illiterates and Ignorants and that'll sharpen and hopefully soften the minds.

Well, nuclear is not really a luxury, its main advantadge is that it is cheaper and a cleaner compared to the energies that are used currently. Other countries are planning on going nuclear to provide their biggest cities of cheaper energy output inlcufing Algeria. The US has recently turned to the French experience in order to build nuclear powerplants. We are not talking nuclear weaponery, it is nuclear energy for civil use..

the solar energy is cheaper and cleaner and Morocco got a bunch of it. In general, the people of the desert, should be the first in solar energy research, not CANADA.

If Moroccan invest in nano technology directed to solar energy use, and be serious about it, it will resolve any future problem of energy.

I beg to disagree, solar power is much expensive than nuclear energy and rather harder to deploy.

For the cleaner argument, there are consequences on the environment wether we are using coil, fuel or nuclear energy. However, the use of nuclear waste is manageable and there are zero to none effect on the environment like we have currently emission of gas when we use coil, fuel,..

solar energy is expensive because the people who are supposed to lead research in solar energy, are the last one to do it. of course if you wait for people living in snow to advance research in solar energy, you will always have it expensive.
the big problem in Morocco is problem of mentality more than anything else. with a mentality that praise and worship Europe, you will never reach to invent transistor(while transister is already invented ) . if the korean and the japanese said I won't make cars cheap because the European can't make cheap cars, we will be driving bikes to this days.

I put in your attention about nuclear energy: none of the countries with nuclear reactors escaped disasters. think about people with scientists in nuclear energy who made everything for them, didn't escape disaster? what about Morocco who will have foreigners building everything and the beautiful Moroccan administration manage it??? small mistakes inside America had towns evacuated and people still suffer from different cancers to this day.

I am not arguing if Nuclear energy is the way to go. Most governments have come to this conclusion and it is known and agreed that it is cheaper and cleaner. Tchernobyl happened because the plant was managed in an outrageous way and was not compliant with the minimum international standards.

The foreigners-Moroccan debate is another subject. Obviously, there will be a transfer of technology from the foreigners to the moroccan. It has always been the way in hte last century : cars, planes, computers, etc... It is not fot that reason that we don't have moroccan pilots or moroccan car drivers or moroccan engineers. Actually, There are hundreds of Moroccan nuclear scientists in the major research centers in the world. Why not put them to use for their own country?

I see very good where you shop for informations about nuclear. if I count for you how many nuclear disasters that happened arround the world, I may not be able to finish this post today. Tchernobyl is the worst and also the one that the west amplify to get propaganda against the ex_communism. France had many nuclear problems, many power plants in france were escaping radiations and the workers were working in danger without know. America had a big disasters who can be seen as dangerous as Tchernobyl, just didn't reach the level of big explosion the size of Tchernobyl one. there are nuclear power plants in US that are shut down and no one allowed to come by anymore.

I want just tell you something good about nuclear that you may not know. any science highschool student in Morocco learn at the end of the last year about fission and fusion. I can confirm that good highschool student know about nuclear radiation enough to be able to write good articles in the websites that you post. they just lack english skills. students of the 3rd year University in physics in Morocco had the whole knowledge(in theory) to make a nuclear reactor, they just doesn't know how the materials that they read about, looklike.

the countries arround the world praise the nuclear power for it is relatively(when there is no disasters) cheap and doesn't need too much volume of fuel to get that enorm amount of energy. plus most of the government arround the world, think having nuclear reactor may lead to having nuclear bomb and to freedom of the gov from American dominance.

what is unclean about Nuclear reactors, is not how much sulfure gas it delivers !!!!!!!!!!!!!!!!
what is unclean is hard for a simple humanbeing who doesn't have enough knowledge about the nuclear reactions to understand! this is few problems that you face after you build a nuclear reactor:

where are you going to get the fuel? which is the Uranium!!! mining Uranium is an operation which is hard and unclean.
who will enrich that Uranium? doing in it in Morocco, will need a license from the International Atomic Energy Agency AND the scientists who had experience in doing it.

if you will rely on importing enriched Uranium, you are like importing a moving disaster! you raise the risk of having nuclear disaster during transport in or out(that's if we consider: it will be out).
and the last unclean thing remaining for you(other than the remaining of the Uranium used as fuel), is bunch of radioactive materiels with half_life of 5000 years to 50 million years. even if you escape from the danger of this radioactive materiels, there is no warranty that your kids and your grandkids will (that's if you care about them).

I don't know if you already know that we do not use nuclear energy from this process, we only use the heat that comes from a desorder in the movement of particules. the nuclear energy is mainly delivered by the Gamma rays, that the atoms involved, decay. that's why if you go and mesure the degree of radioactivity arround, before building a power plant and after operating one, you will find the degree raised. we just consider that not harmful to humanbeing(because he doesn't kill immediatly). unfortunatly the amount of cancer cases of people living arround Nuclear power plants prove us wrong. saying nuclear power plant are safe or clean is merely politician's propaganda. Humanity jumped in mission suiside to Nuclear, we are very far from the level of using Nuclear energy and control that use.

the last website that you posted is from CA. as you know CA got big problem of energy. what Arnold did to CA? he sponsored the use of solar energy by californian homeowners. what is the result of this step? the research laboratory of solar energy in Canada developed a new enrichment of solar panels using nano_technology devices, who can allow a car powered by solar energy to be charged while he is inside the garage(means no sun). it is the consumer who advanced this kind of research by spending money in solar energy use. but still california gonna be short in energy for along time to come.

about Morocco, I don't think you can compare the problems in Morocco of energy to CA! I believe LA(LosAngelos) alone use more energy than the whole Morocco. in your opinion, why the Governor of CA, Arnold schwarzenegger, is going to sponsord solar energy if he knows that nuclear power plants are heaven like you present them here?

at the end of this subject, what is gonna happen will happen. I'm just sharing some information with you that you don't know yet. but the future will help you test the validity of this informations. if you are from those who fall inlove with internet and love read website links, I'm giving you this link to learn about what happened in Indiana power plant from the people who witnessed. by the way, it is just one case from many in US. you don't hear about this kind of typical incidents because the power plants are under military control of information....

my opinion always goes for nano_technology to help build new generation of solar panels made by the forgotten Moroccan educated people. it needs a plan to do it, and that's what the the governments were made for.

Those are technicalities : getting an IEA license etc... Morocco will obviously not start building a Nuclear plant if he doesn't have the proper licencing and does not comply to the IEAE regulations. I think this goes without say.

Then again, I am not talking about nuclear armement but nuclear plant for civilian use only.

The website I posted is not a State or government sponsored web site, it is as you probably know coming from one of the leading universities in the US (Berkeley). As to California, CA does have not 1 but 2 operating nuclear powerplants so I do not get your point. May be Shwarzy is promoting solar energy as a "helping hand" but he sure did not close down the 2 operating nuclear plants (or is it 4?, I don't recall) and that says a lot...

It would obviously be perfect if it was possible with some scientific process to get rid of the nuclear waste disposal, may be that would happen in the future but compared to the harmful millions of metric tons of gases that we are producing every year and that affect already hundreds of thousands of people with cancer and respiratory diseases, and decimates many animal species, the comparison really does not hold. You take all the nuclear disaster (which I really do not believe would take you a day to enumerate!), we take the millions of sick people and animals that died from gas emissions and we compare... That is without talking about the accidents related to oil transportation in the seas...

With all the gas emissions that we are sending today in the atmosphere, our kids and grandkids may actually not be able to repopulate in the next millenia if we continue to heat up the planet the way we do using the current energy sources so it is really a no brainer as to what are the alternatives that we have today. May be tomorrow we will be able to produce reliable, safe energy from water and all this talk would be history but for now...

As I mentionned earlier, it is a known fact that solar energy is hard to deploy and expensive, it is interesting to see that in CA people can power up their cars in their garage using nano-solar energy. I just can't realistically picture this image for a Moroccan household today in the short term (may be because the needs are not the same) knowing all the changes that will need to be implemented in order to achieve such a radical change in people's way of life over there. Moroccans unfortunately do not have strong civic awareness as the californians do, you can just see how they dispose of their waste in the streets etc.. so asking them today to invest in new solar energy or any other alternative that makes them do some self work is just unrealistic. It has to be the state that invest and provides new energy from a cheaper source. It is true my preference goes to nuclear, but if we are looking at other cleaner sources of energy, for a country like Morocco, I believe wind energy more tha solar energy is more suitable to Morocco, it does not involve any change in people's lives and certainely no upfront investment from them and we have very interesting wind corridors that are not yet exploited in Morocco.

most of US power plants were built between 60's and 70's. they are about 104 and one is not working. I didn't attack the University website, you hopefully missunderstood me. you are reading the propaganda side of the plan of building new power plants in America. that's why I said I see where you shop for your information from. the American government works very close to the Imperial Moroccan government , the only difference between them is one making money, the other losing money (lately a both losing money ).After the new American administration took the decision of building new power plants, all the propaganda machine began ringing the bells, like Eid Alarsh in Morocco ... there is some similarity there to some extend...

it is clear the IEA will never give the right to Morocco to produce it's own nuclear fuel. we don't need Phd in IEA to confirm that for us. it is clear that Morocco will have to buy the fuel from US otherwise the whole deal will be invalide. it is also clear that the Uranium shipped will be from the old nuclear missiles bought from russia and they will have to shut down Morocco untill the fuel reach it's destination...

Well yeah, we can all use irony instead of arguments . I gave you numbers, prove me that historically speaking, nuclear energy killed more than gas emissions did over the latest decades and I will be convinced.

For the US/Morocco : you are talking from a political point of view. There is not such think as charity in international interests or international business between nations. In the same way that a business will not survive if deals are made on the ground of friendships just for the sake of friendships. A country will not survive if it chooses the US just because it is the US and likewise, the Us will not build a powerplant for Morocco if there is no interest for Washington to do so. This is common sense. I don't see why I should be shocked to learn that the US will earn money with Morocco if Morocco will earn more money in return in providing cheaper energy to the people. If in the same token, Morocco thinks China has a better offer, they might go with China. There is no such thing as friendships in those kind of deals, only interests, and they have to be reciprocal.

For the example you gave by the way, I actually do not believe that the US is the leading provider of safe nuclear power plants. Frnce is better positionned and the US will actually call on the French to help them re-activate their nuclear power plant strategy. I am not a big fan of the French school of thaught but I do admit that they have more experience and they have dealt with the nuclear in a positive way.

There were actually a lot of talks bac in 1999 about building a nuclear desalination plant in Tan Tan to provide people with drinking water from the sea (that would have been the second plant in the world doing that), but I do not know if that was achieved. And there were talks too where the IAEA gave its approval for Moroco to build a nuclear plant in Maamora near Rabat and another one for research purposes in the same area I believe. Also, I did not follow up on this in the news so I have no idea if this is ongoing or not.

Actually, after googling a bit, it does look like there is a research center using nuclear energy:

"Morocco added isotope hydrology to its tool kit for water management after the IAEA initiated a four-year programme to transfer this technology to nine North African countries. Morocco's centre for nuclear research has now set up its own isotope hydrology laboratory with technical help from the agency. It is the 42nd such laboratory for which the IAEA has provided support in a developing nation, as part of its commitment to building local skills by transferring technology.

Nabil Mosleh of the nuclear centre said that it will support Morocco's water authority, by applying isotope hydrology, to map the country´s water reserves. The isotopic hydrology laboratories will also act as a quality assurance centre for neighboring African countries."

As to the Moroccan scientists, we can make fun of them if we want but we do have indeed very good scientists, when we put them to use for Morocco, we get results like these:

matter fact, I didn't try to convinct you at all. you were speaking from what the main news broadcast, I was giving you proofs that they lie, lie, lie about claiming nuclear reactors are safe.

The French that you talk about are about to go for fusion nuclear reactors. it is more expensive but generate almost no radioactivity... in your opinion this advanced nation in nuclear want just spend some more money for fusion reactors while they are satisfy with fission reactors? it is clear something fishy behind the scene that no one want you get without putting your feet in it: once you build Nuclear power plant, there is no return! you have to take it as is untill it is over with it.

about the Moroccan scientists, they are not the problem here. the problem is do you want take big risk with your money in doing something that may turn in disaster for many reasons? or do you want go to some kind of technology which is at least safe and give the freedom to the Moroccan people and scientists to copy and improve or maybe lead in solar or wind energy???

From the year 2000 to 2020, the total number of avoidable deaths could reach 8 million worldwide (1.1 million in developed countries, and 6.9 million in developing countries). For the U.S. alone (over this same period), nearly half a million avoidable deaths are projected to occur.

The projected number of annual avoidable deaths in the United States in 2020 (33,000) would be of the same magnitude as occurred in 1995 as a result of HIV infections, and all liver-related diseases; thus, avoidable deaths tied with air pollution from fossil fuels rank among the top ten causes of death today.

New animal and human studies confirm that airborne fine particles can sicken or kill people. For example, laboratory rats with respiratory disorders died after being exposed to air pollution at concentrations found today in Massachusetts. Studies in many countries show that particles increase premature deaths in infants and adults.

Air particles travel globally: Air pollutants from fossil fuels have global impacts are not just a local, national or regional concern because they can be transported thousands of miles. Fine particles, for example, from the Kuwaiti oil fires, have been detected thousands of miles away.

In 1990, respiratory diseases were a leading cause of disabilities and illnesses worldwide. By 2020, respiratory-related diseases are projected to rank among the top ten causes of poor health globally.

Data suggest that air pollution from outdoor and indoor sources (cooking and heating fuels, for example) is responsible for more than 1 million deaths per year in China (that is, about one in every eight deaths nationwide). »

about oil, it is and will be always the best source of energy ever found on this planet. who control oil to the end, will have the fastest, safest and cheapest economy for along to come: the way you get pollution from oil, the way you use the oil to clean your mess. something that doesn't existe in nuclear: once you have a nuclear mess, it is a mess for 10 cneturies to come.

I got bored talking to you because you do not read and understand before writing back. let's me help you remember well what I tried to tell you here: solar energy combined with a nano technology can make Morocco independant in energy and can give also a chance for Moroccan scientists who are inside Morocco to research in something that they can afford. and who knows? they may become the leaders in that domaine if the work is planned well. nuclear reactor is a disaster and nothing positive will come to Morocco from nuclear power. it is almost impossible to get any advance in that form of energy from a third world country like Morocco because it's dangerous and disaterous domaine for the whole world not just Morocco.
