I wonder if Morocco doesn't have a hidden agenda on this one : they let the situation fester near the enclaves of Ceuta and Melilla, it's an invitation to african immigrants to keep pounding at those borders. The cynical calculation being : the immigrant pressure gets too high, Spain complains to the E.U which in turn talks to Morocco who says : "give us back the enclaves, and the problem won't be yours anymore" Machiavelian but plausible...
