Morocco’s parties spent 91.37 million dirhams, state allocated 140 million dirhams in 2023

In 2023, Morocco’s 27 political parties declared a total expenditure of 91.37 million dirhams (MDH), with management costs dominating at 92.35%. Despite an allocated state support of 140 MDH under the Finance Act, only 60.38 MDH—43%—was actually distributed to 17 parties, along with an additional 100,813 dirhams for a single party promoting women's representation. This marks a 25.5% drop compared to the 81.17 MDH distributed in 2022, as 16 parties were ineligible for funding due to legal non-compliance.

The Court of Auditors' report reveals that 68% of total spending (61.63 MDH) was concentrated among just three parties, while 24% was spent by seven others, leaving the remaining 17 parties accounting for a mere 8%.

Of the 91.37 MDH declared, 84.39 MDH went to management expenses—down slightly from 89.35 MDH in 2022. Other areas of spending included fixed assets (5.56%), congress organization (1.33%), studies and research (0.60%), and women’s initiatives (0.16%).

The Court of Auditors flagged 5.73 MDH—6.27% of the total declared—as unsupported or poorly documented, a significant improvement compared to 26% in 2022. Most observations (93.3%) concerned expenses lacking any documentation.

In total, parties’ declared resources reached 104.97 MDH in 2023, with state support accounting for 58% and own resources for 42%, the latter declining by 38% from 2022.
