Morocco to boost energy storage capacity by 2030, Minister says

Minister of Energy Transition and Sustainable Development Leila Benali announced on Monday before the House of Representatives that the government is implementing three key measures to strengthen Morocco’s strategic energy reserves.

The first focuses on expanding storage capacity. Over the past three years, since 2021, investments in storage infrastructure have increased by more than 30%. Storage capacity reached 3.2 million cubic meters in 2025. For the first time during this government’s term, the ministry has mapped and monitored investment programs through a roadmap extending to 2030, aimed at facilitating project implementation and streamlining administrative procedures, particularly licensing.

Capacity is expected to increase by more than 1.5 million cubic meters by 2030, with investments estimated at 6 billion dirhams starting in 2026.

The second measure involves the use of storage facilities at the SAMIR refinery. Following an assessment of national needs, the minister said current reserves are sufficient for diesel, gasoline, and fuel oil, including 800,000 cubic meters of SAMIR storage used in 2023. However, gaps remain for butane gas and aviation fuel. Projects underway are expected to add 400,000 cubic meters of butane storage and 100,000 cubic meters for aviation fuel by 2030.

The third measure aims to address the geographic concentration of storage capacity, with 80% currently located in the Casablanca-Settat and Tangier-Tetouan regions. The government is therefore working to diversify infrastructure across the country, including at the Nador West Med port, which is set to become a major hub for fuel and natural gas storage.
