High-ranking members of the so-called «Islamic State» (ISIS) have been put on the Washington «international terrorists» blacklist. Among them, a Moroccan-Belgian man implicated in the November 2015 attacks in Paris and Saint-Denis and the Brussels attacks in March 2016, the AFP press agency reports.
Oussama Atar is one of the coordinators operating from Syria according to the investigators. The US Department of State has placed him on the blacklist, translating into sanctions and being prohibited from «accessing the American financial system». Moreover, the alleged terrorist is suspected of having «recruited and prepared two of the munition specialists behind the Brussels attacks in March 2016», according to the same source.
The blacklisting of the Belgian man of Moroccan descent as «international terrorist» allows Washington to shed light on the «significant risk to commit terrorist acts» and to inform the international community. According to the US Department of State, the judicial and financial sanctions the terrorist faces are «international dissuassion measures» to «expose and isolate individuals and organizations». Two other individuals have been registered on the same list, namely : Mohammad Shafi Armar and Mohammed Isa Yousif Saqar Al Binali.
