EU invests 2.48 billion dirhams in Morocco for human development and green transition

In 2025, the European Union allocated a substantial 2.48 billion dirhams (233.42 million euros) to bolster Morocco's pivotal initiatives, spanning from human development to the green transition, and encompassing territorial cohesion and economic growth.

A key component of this support is the emphasis on human and territorial development through the «KARAMA» program, which was granted 292 million dirhams (27.5 million euros). This initiative aimed to assist in reforming social protection systems.

Furthermore, 31.8 million dirhams (3 million euros) were dedicated to the Program for Supporting the Development of Rural and Mountainous Areas, with the goal of enhancing territorial governance and promoting sustainable economic development.

The «ESRIM» program played a significant role by backing the reform of higher education, advancing research and innovation, and fostering academic and scientific exchange with Europe, with a total investment of 240 million dirhams (22 million euros).

When it comes to the green transition and inclusive growth, the «Green Earth» program continued to support the national strategies «Green Generation» and «Forests of Morocco». The program's objective was to promote «sustainable agricultural and forestry practices, food security, and rural employment» through an investment of 858 million dirhams (78 million euros).

The «Green Energy» program further contributed by supporting the national energy policy with 103.6 million dirhams (9.76 million euros). This involved modernizing the national electricity market, establishing a certification mechanism for sustainably sourced electricity, and implementing structural reforms at the National Office of Electricity and Drinking Water (ONEE).

In a different domain, the EU enhanced its backing for Morocco's Financial Inclusion Strategy (SNIF) and the financing of small and medium-sized enterprises (SMEs), providing a grant of 112 million dirhams (10.55 million euros) as part of the financial inclusion support program.

The «Islah» program, meanwhile, focused on modernizing public administration and digitizing public services, with an investment of 76 million dirhams (7.15 million euros).
