The government has responded positively to the Constitutional Court's observations regarding the draft law on the reorganization of the National Press Council (CNP), stated Mohamed Mehdi Bensaid, the Minister of Youth, Culture, and Communication, on Tuesday in Rabat.
During a meeting of the Committee on Education, Culture, and Communication at the House of Representatives, he noted that this process «poses no problem». This meeting was dedicated to examining the provisions of this draft law, as part of implementing Decision No. 261/26 of the Constitutional Court and the subsequent revisions.
Recalling that the previous draft law was developed within a political vision based on broad consultations involving various stakeholders, the official indicated that the new text has undergone modifications at two levels, one substantive and the other formal, to ensure better compliance with constitutional requirements.
The aim of this reform, he continued, is to ensure the continuity of the CNP's actions and to overcome the operational difficulties that marked the previous experience, particularly in managing support and resolving the dysfunctions related to journalists' daily work, as well as adapting to sectoral changes, especially those related to the economic model of press companies.
The minister also emphasized the distinction between the company and the journalist, considered as a professional actor «who must be guaranteed decent living conditions», as well as addressing representation dysfunctions, notably by reducing the balance related to the number of representatives within the publishers (7 instead of 9), and entrusting the task of appointing members of the supervisory committee to the presidency of the government, to ensure impartiality «outside the debate between the majority and the opposition».
