Morocco approves HCP reform bill to boost governance

The Government Council approved Bill 47.26 on the High Commission for Planning (HCP) on Thursday, following its presentation by the Minister of the Interior.

According to a statement from the Ministry Delegate in charge of Relations with Parliament and Government Spokesperson, the bill introduces a major reform of the HCP, transforming it into a constitutional good-governance institution with legal personality and administrative and financial autonomy, in line with Article 159 of the Constitution.

In addition to its existing responsibilities for producing and publishing official statistics and preparing national, regional and sectoral accounts, the HCP will be entrusted with new missions aimed at supporting the strategic coordination of development policies, in line with the New Development Model.

The institution will also rely on rigorous standards and modern monitoring and evaluation tools, while incorporating regional and territorial dimensions into the implementation of its missions.
