Morocco achieves medium maturity in digital government services [ESCWA]

A recent report by the United Nations Economic and Social Commission for Western Asia (ESCWA) has classified Morocco among the countries with a medium level of maturity in electronic and mobile government services. The classification is part of the sixth edition of the «Maturity Index of Electronic and Mobile Government Services», released on Monday, May 5, 2025, covering 17 Arab countries.

Launched in 2019, the ESCWA index is a periodic assessment tool based on data collected from questionnaires filled out by representatives of government institutions in participating countries. It evaluates the development of digital government services across three main pillars: availability and development of services, usage and user satisfaction, and public access.

Participating countries were grouped into four categories. The first group, labeled early maturity, includes countries with index values below 0.25, such as Syria, Libya, Mauritania, Yemen, and Somalia. The second group, medium maturity, includes countries with values between 0.25 and 0.50, among them Morocco, Algeria, Tunisia, Palestine, and Iraq. The third group, advanced maturity, covers countries with values between 0.50 and 0.75, including Oman, Bahrain, Kuwait, and Jordan. The fourth and highest category, very advanced maturity, includes countries scoring between 0.75 and 1, namely Saudi Arabia, the United Arab Emirates, and Qatar.

In the sub-index for service availability and development, Morocco remained in the medium maturity category, reflecting a digital infrastructure that is expanding but still requires improvement to reach higher levels of efficiency and innovation.

In terms of service usage and user satisfaction, Morocco also maintained its position in the medium group. By contrast, countries such as Saudi Arabia, the UAE, and Qatar ranked in the top tier. This highlights the need for Morocco to enhance user trust and improve the digital experience for citizens.

Regarding public access, which measures the extent to which large segments of the population benefit from digital government services, Morocco was classified in the advanced maturity category (0.50–0.75), alongside Jordan, Algeria, and Tunisia. While this suggests relative progress in making services more accessible, Morocco still lags behind the regional digital leaders.
