The Democracy Perception Index 2026 paints a nuanced portrait of democracy in Morocco, highlighting both institutional stability and significant challenges in freedoms, political pluralism, and civic education.

This index, released by Nira Data in collaboration with the Alliance of Democracies, is the world's largest annual study of its kind. It captures the views of over 94,000 respondents across 98 countries, conducted from March to April 2026, focusing on citizens' perceptions of their democratic experience rather than relying solely on expert analysis.

On a positive note, Morocco excelled in the Peaceful Transitions of Power indicator, scoring 20 points above the global average out of 50. This suggests a degree of public confidence, with 45% of respondents viewing these transitions positively or very positively, compared to 25% with negative views.

The Rule of Law indicator also showed a modest gain of +5 points, indicating some trust in judicial institutions, though many opinions remained neutral.

Challenges in Pluralism and Civic Education

Conversely, the report highlights significant weaknesses in key democratic areas. Political Pluralism and Civic Education both scored -21 points, reflecting serious concerns.

The Freedom of Speech indicator also saw a negative score of -20 points, with over half of respondents expressing neutral to negative views. Elections were similarly contentious, scoring -13 points, amid divided opinions on their integrity, particularly as the Election Integrity sub-indicator hit -21 points.

Governance Transparency fared poorly with a score of -17 points, indicating distrust in the transparency of government operations, while Separation of Powers scored -8 points, with many respondents remaining neutral.

Overall, Morocco's score of -8.3 on the general index reflects a predominantly negative perception, despite strengths in some institutional areas.

Globally, the report underscores a strong commitment to democracy, with over two-thirds of the global population valuing it highly. Yet, there is widespread pessimism about the direction of affairs in many countries, particularly in Europe, contrasted by greater optimism in nations like China. The index also reveals that people worldwide primarily link democracy to improved living standards rather than freedoms or government selection mechanisms.
