Amina Bouayach urges stronger UN human rights mechanisms in Geneva

The president of the National Human Rights Council (CNDH), Amina Bouayach, called on Friday in Geneva for stronger and more effective international human rights protection mechanisms during a high-level debate marking the 20th anniversary of the United Nations Human Rights Council.

Speaking in her capacity as president of the Global Alliance of National Human Rights Institutions (GANHRI), she said that the past two decades had helped build a cooperative relationship between national human rights institutions, the Human Rights Council, the Office of the High Commissioner for Human Rights and the UN special procedures. This momentum, she noted, has contributed to the development of a «more inclusive and participatory» system.

Amina Bouayach nevertheless highlighted the challenges involved in implementing recommendations adopted at the international level. «There is a considerable number of recommendations that neither national institutions nor civil society are able to implement,» she told Yabiladi. She therefore called for «smart recommendations» that take into account the human and financial resources available in each country, so that they can have a tangible impact on the human rights situation.

The Moroccan official also stressed that international mechanisms will need to address the challenges posed by emerging digital spaces in the years ahead. She raised questions about how the global human rights system will respond to issues such as disinformation, AI-generated content («deepfakes»), and online incitement to violence and discrimination.

According to the CNDH, these issues are expected to rank among the Human Rights Council’s main challenges over the next two decades.
