A delegation to the UN Committee against Torture will visit Morocco from the 21st to the 27th of October. This will be its first trip to the Kingdom after the latter joined in December 2014 the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
The visit takes place in a particular context, whereas the National Preventive Mechanism against Torture, an essential element in the process entrusted to the National Council of Human Rights (CNDH), has not yet emerged.
On the 25th of May, El Othmani’s government adopted a bill on the reorganization of the CNDH. It is unlikely that the text will be approved by both Houses of Parliament before the arrival of the UN delegation in Morocco.
As a reminder, the group of deputies of the PJD had raised, in June, the manifest delay in the operationalization of the National preventive Mechanism against the torture.
