Sahara : De Mistura asks Morocco to detail its autonomy plan

In his speech delivered on April 14 before the members of the Security Council, as reviewed by Yabiladi, Staffan de Mistura refrained from reiterating his proposal from October 16, 2024, which aimed to divide Western Sahara. This offer had been categorically rejected by Morocco.

However, the UN diplomat remains convinced that Morocco needs to further elaborate on its plan to resolve the conflict, which was presented to the United Nations in 2007. «The self-governance must be 'serious.' This aligns with my conviction and my request that the Moroccan initiative for autonomy be explained in more detail, and that the powers delegated to a truly autonomous entity in Western Sahara be clarified», he emphasized. This comment was also made during his intervention before the UN's executive body last October.

«Morocco's position is clear. The autonomy initiative is an endpoint, not a starting point. This initiative has its own red lines», responded the Moroccan foreign minister on October 21 to de Mistura's observations made a few days earlier.

«When the other parties express their willingness to participate in the process, whose sole basis is autonomy, then the points requiring detailed discussion will be examined. As long as the other parties have not publicly declared their commitment to this process, it is still premature to discuss it», Bourita specified.
