A new UN Security Council resolution threatens the Polisario

The UN Security Council unanimously adopted Resolution 2823 on Tuesday, June 23. Co-sponsored by Pakistan and Denmark, the resolution urges the international community to impose sanctions on groups or states responsible for attacks targeting UN peacekeepers.

This resolution calls upon the UN Secretary-General to conduct investigations to identify those behind such attacks. Additionally, it urges all relevant states and parties to cooperate fully with these inquiries.

The Secretary-General is also mandated to present an annual report to the Security Council regarding any killings or acts of violence against peacekeeping personnel, with the first report expected within 120 days.

This text could provide Morocco with a legal framework to seek UN condemnation of projectile attacks by the Polisario near MINURSO bases or observation posts in Western Sahara, particularly during incidents reported in November 2023 and in June 2025.

Furthermore, the resolution could strengthen efforts to have the Polisario recognized as a terrorist organization, a proposal already introduced in two US congressional bills.

Resolution 2823 has also garnered the support of 150 member states of the United Nations General Assembly.
