National portal empowers Moroccans abroad with access to vital information

Moroccan nationals living abroad can now submit their information requests and related complaints through the National Portal for the Right of Access to Information, following a partnership between the CCME and the CDAI.

Moroccans living abroad will no longer need to travel or navigate multiple channels to access official information. They can now rely on the National Portal for the Right of Access to Information (PNDAI), established by the Commission for the Right of Access to Information (CDAI) in partnership with the Council of the Moroccan Community Abroad (CCME). The agreement, signed on Monday in Rabat, aims to strengthen transparency, good governance, and the effective implementation of the right of access to information, which applies to both citizens in Morocco and Moroccans worldwide.

Signed by Omar Seghrouchni, President of the CDAI, and Driss El Yazami, President of the CCME, the partnership allows Moroccans residing abroad (MREs) to easily access essential information related to administrative procedures and be directed to the appropriate public authorities. The system simplifies access by centralizing information across a wide range of services.

Better guidance for Moroccans abroad

According to Driss El Yazami, this initiative responds directly to the questions raised by MREs in their dealings with public administrations across various sectors. It also helps bridge the information gap caused by geographical distance, while supporting the work of consular services under the supervision of the Ministry of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad.

The agreement follows the recent launch of the CCME’s chatbot, Goul IA, designed to better inform MREs of their rights and obligations regarding administrative services in Morocco. By joining the PNDAI, the CCME aligns this process with Article 27 of the Constitution and Law 31.13 on the right of access to information.

This legal framework requires the appointment of designated officials to process requests and complaints, ensure responses within statutory deadlines, and strengthen the proactive publication of information, including open data.

In this context, the CDAI will support the CCME in its effective integration into the portal and will organize training and awareness-raising activities on the right of access to information. A joint coordination committee will also be set up to monitor the implementation of the agreement, identify potential challenges, and propose solutions to strengthen cooperation between the two institutions.

More institutions joining the portal

Omar Seghrouchni noted that the agreement facilitates MRE access to unified, reliable, and secure information through a single platform, under the oversight of institutions listed in Article 2 of Law 31.13, which are increasingly joining the PNDAI across legislative, judicial, and territorial sectors.

Similar partnerships have already been concluded with Parliament and the Superior Council of the Judiciary (CSPJ), among others. The objective is to improve access to information by anticipating requests, addressing grievances, harmonizing practices, and combating misinformation, particularly fake news related to public information.

«Through this platform, Moroccan citizens can submit requests to any administration. By logging in, they can choose the institution concerned, and the request is then processed in accordance with the law», Omar Seghrouchni told Yabiladi.

He added that this institutional synergy will help ensure the effective implementation of Article 27 of the Constitution, fostering a culture of transparency capable of distinguishing accurate information from falsehoods.
