Morocco bans AI-generated election content ahead of 2026 vote

Morocco's media regulator has banned the broadcast of AI-generated or manipulated electoral content that could mislead voters, as part of new rules governing media coverage of the September 23, 2026 legislative elections.

The decision, adopted by the High Council for Audiovisual Communication (HACA), requires any AI-generated content used for educational or explanatory purposes to carry a clear, permanent and unambiguous disclosure indicating the use of artificial intelligence.

The new regulations, which will apply during a 39-day electoral period running from August 15 to September 22, aim to safeguard the integrity of the democratic process and ensure citizens have access to reliable and pluralistic information, HACA said.

The HACA also introduced measures to combat disinformation, prohibit disguised political advertising and ban the publication of election-related opinion polls from 15 days before the official campaign period until polling stations close. Journalists and presenters standing for election or publicly supporting a candidate will be barred from appearing on air, while experts, academics and influencers participating in election coverage will be required to disclose any potential conflicts of interest.

The regulator stressed the need to keep electoral content separate from entertainment, cultural and recreational programming and reaffirmed the prohibition of hate speech, racism and incitement to violence.

The decision also calls on broadcasters to respect Morocco's linguistic and territorial diversity, promote women's participation in election debates and ensure accessibility for people with disabilities through tools such as sign language interpretation, subtitles and audio description. Young people and Moroccans living abroad are also to be given greater visibility as key components of the electorate.

To oversee implementation, HACA will establish a monitoring and support committee and hold information sessions with public and private broadcasters.
