The Global Nuclear Safety and Security Network (GNSSN) convened its 11th plenary session in Vienna, under the leadership of Saïd Mouline, Director General of Morocco's Agency for Nuclear and Radiological Safety and Security (AMSSNuR).

In his opening remarks at this meeting, which coincided with the 69th General Conference of the International Atomic Energy Agency (IAEA) from September 15 to 19, Mouline highlighted the GNSSN's vital role as a singular platform for collaboration, knowledge exchange, and capacity enhancement among member states.

Mouline underscored the necessity of unified efforts to tackle shared challenges, advocating for the development of independent and rigorous regulatory authorities. He emphasized the importance of facilitating the deployment of ionizing radiation activities and facilities.

The meeting, which included the participation of IAEA Director General Rafael Mariano Grossi, delved into pressing issues such as the advancement of small modular reactors, emergency preparedness and response, the integration of cybersecurity and artificial intelligence into regulatory systems, and the promotion of diversity and inclusion through initiatives like Women in Nuclear.

As the proceedings concluded, Mouline commended the dedication of the delegations, reiterating that nuclear and radiological safety and security are global public goods that demand heightened international cooperation.

The endorsement of the 2025–2026 Action Plan signifies a pivotal step for the GNSSN, reaffirming its commitment to connecting expertise and aiding member states in achieving a safer nuclear future.
