Chamber of Advisors approves bill transforming ONHYM into public limited company

On Tuesday, May 5, the Chamber of Advisors approved Bill 56.24 by majority vote during a legislative session, transforming the National Office of Hydrocarbons and Mines (ONHYM) into a public limited company. The bill was passed with 26 votes in favor, while two advisors abstained.

The Chamber of Advisors’ Productive Sectors Committee had previously approved the bill on April 22, 2026, as part of the broader reform of public institutions and enterprises aimed at strengthening governance in the sector.

Presenting the bill during parliamentary debates, Minister of Energy Transition and Sustainable Development Leila Benali said the measure falls within the implementation of Framework Law 50.12 on the reform of public institutions and enterprises, as well as Law 82.20 establishing the National Agency for the Strategic Management of State Holdings and the Monitoring of the Performance of Public Institutions and Enterprises.

Benali stressed that the transformation of ONHYM into a public limited company should not be viewed as an isolated measure, but rather as part of a wider reform process involving several strategic public entities.

The minister also emphasized that the reform does not amount to privatization, describing it instead as a new model designed to improve efficiency and strengthen the institution’s ability to meet investment challenges and manage risks specific to the sector.

According to Benali, the main beneficiaries of the reform will be tens of thousands of families and workers linked to productive sectors, particularly in industrial activities and the processing of natural resources.

She added that the reform is being accompanied by parallel initiatives, including revisions to the legal framework, the launch of structured projects, the modernization of management mechanisms, and the digitization and simplification of procedures.
