Morocco launches national literacy drive with EU support under the motto «Take the First Step»

The National Agency for the Fight Against Illiteracy (ANLCA) launched on Monday in Rabat a National Literacy Campaign under the slogan «Take the First Step», with support from the European Union (EU). Running until October 27, the campaign coincides with Morocco’s National Literacy Day and invites people who cannot read or write to begin a path of learning and empowerment.

Combining media awareness, digital communication, and community outreach, the initiative is implemented by ANLCA’s regional offices in collaboration with local associations. During the launch, Mustapha Baitas, Minister Delegate and Government Spokesperson, stressed that eradicating illiteracy requires joint efforts from all sectors of society. «It’s not just a development indicator but a true social transformation», he said, highlighting the crucial role of civil society in promoting inclusion.

Abdelouadoud Kharbouch, ANLCA Director, noted that around 2.4 million people have benefited from literacy programs over the past three years, mainly women and youth, with expanded coverage in rural areas. The Agency continues to improve management efficiency, increase public funding for literacy programs, and adopt innovative mechanisms to ensure sustainable results. It is also modernizing its information systems and digital tools to enhance transparency and service quality.

From the EU Delegation, Lise Paté reaffirmed the Union’s long-standing partnership with Morocco, calling education «a fundamental right and a key driver of human development, social justice, and equal opportunity».

As part of its new communication strategy, ANLCA unveiled its revamped website (www.anlca.gov.ma), offering a beneficiary-friendly interface with audiovisual guidance for registration and another for the general public showcasing the Agency’s programs. The event also featured the first National Literacy Award, honoring associations, trainers, and learners for their outstanding contributions to literacy efforts and social empowerment.
